The dragon in Japan symbolizes power, good fortune and strength. It is also associated with traits of good omen such as intelligence, ambition and charisma.
The dragon associated with clouds is often the "Nobori ryū" 上り龍. It represents the ascent to spiritual enlightenment and wisdom. It is often seen rising in the sky or flying above clouds. It is associated with the element of air and is believed to bring good fortune and success.
The shape of clouds was also used in ancient times to determine augurs, which reinforces the dragon's good omen.
